Children allowed to travel for paddlesport sessions - until circuit-breaker lockdown takes effect

Welsh Government has made changes to local lockdown regulations, but details of a 'circuit breaker' lockdown are still unclear

We have received notification from Welsh Government via the Welsh Sports Association and Sport Wales that following last Friday’s announcement by the First Minister, children are allowed to travel out of or into lockdown areas to participate in sport or other activities, including paddlesport, as of 6pm on Friday, 16th October.
 
This change applies to anyone under the age of 18, and they can be accompanied by one responsible member of their household over the age of 18 if required for transport and supervision.

Some of the key points include:
  • a “child” or young person means a person who was aged under 18 on 31 August 2020;
  • The activity must be organised in accordance with Canoe Wales COVID-19 guidance by a club or centre;
  • An adult can leave a health protection area to participate in or facilitate organised paddlesport activities "for the development or wellbeing of children";
  • However, clubs and activities should make provisions that minimise travel across lockdown area boundaries by adults - including utilising alternative locations, and where possible using adult coaches/volunteers from the local area. If this is not practical then adult coaches & volunteers can travel, but only to facilitate activities for under 18s.
We would also like to advise all members that the First Minister has indicated that Welsh Government is likely to announce a 'circuit break' lockdown next Monday, which could take effect a few days later. We do not yet have any details on what this would entail, and if children would continue to be exempt from travel restrictions to take part in organised sport under a national lockdown. As soon as we have more information we will share this with members.
